{"id":1032,"date":"2022-12-07T19:26:08","date_gmt":"2022-12-07T18:26:08","guid":{"rendered":"https:\/\/www.railavenir.com\/?p=1032"},"modified":"2025-02-04T11:31:49","modified_gmt":"2025-02-04T10:31:49","slug":"compte-rendu-corest-jarny-24-octobre-2022","status":"publish","type":"post","link":"https:\/\/www.railavenir.com\/index.php\/2022\/12\/07\/compte-rendu-corest-jarny-24-octobre-2022\/","title":{"rendered":"Compte-rendu COREST-  Jarny 24 octobre 2022"},"content":{"rendered":"\n<p><em><strong>H\u00f4tel de R\u00e9gion METZ -Vendredi 29 novembre 2024<\/strong><\/em><\/p>\n\n\n\n<p><em>Une assistance d\u2019environ quinze \u00e0 vingt personnes ; quasiment les m\u00eames que l\u2019ann\u00e9e derni\u00e8re, que ce soit c\u00f4t\u00e9 \u00e9lus, syndicalistes, repr\u00e9sentants d\u2019associations d\u2019usagers.<\/em><\/p>\n\n\n\n<p><em>Un d\u00e9roul\u00e9 on ne peut plus classique : cadrage de la politique r\u00e9gionale des transports, bilan du service 2023-2024 sur les lignes locales, pr\u00e9sentation de la programmation des travaux sur le r\u00e9seau 2025 puis des chantiers de r\u00e9novation des gares. Que penser de l\u2019indicateur de fr\u00e9quentation d\u00e9velopp\u00e9 par la direction r\u00e9gionale des Transports, le km voyageurs \u00e0 l\u2019heure o\u00f9 monte la n\u00e9cessit\u00e9 d\u2019acc\u00e8s public aux donn\u00e9es de qualit\u00e9 de service et de fr\u00e9quentation compl\u00e8te par ligne ? En tout cas, pour quelle raison ne nous donne-t-on<\/em><\/p>\n\n\n\n<p><em>pas clairement la fr\u00e9quentation par ligne ? Myst\u00e8re.<\/em><\/p>\n\n\n\n<p><em>Les diff\u00e9rents temps d\u2019\u00e9change ont temp\u00e9r\u00e9 le tableau bien huil\u00e9 bross\u00e9 par les diff\u00e9rents intervenants de la tribune. Parmi les d\u00e9faillances ou les insuffisances exprim\u00e9es par les uns ou les autres touchant le r\u00e9seau du secteur, la gal\u00e8re du trajet Nancy \u2013 Longwy en cas de substitution routi\u00e8re ( + de 3 h de route ), les trop nombreux retards ou annulations dus \u00e0 la v\u00e9tust\u00e9 du mat\u00e9riel roulant, l\u2019impact des travaux qui n\u2019en finissent pas de perturber le plan de transport, la causalit\u00e9 fret d\u2019un certain nombre de perturbations affectant particuli\u00e8rement<\/em><\/p>\n\n\n\n<p><em>les axes Charleville-Longuyon-Thionville et Longwy-Nancy, des rames sous capacitaires sur les pendulaires \u00e9tudiants et la n\u00e9cessit\u00e9 de renforcer l\u2019offre Nancy \u2013 Longwy, la r\u00e9duction de l\u2019amplitude d\u2019ouverture des guichets et l\u2019absence de vraie r\u00e9ponse en terme de transport collectif aux r\u00e9sidents du bassin est de la Meuse qui vont travailler au Luxembourg.<\/em><\/p>\n\n\n\n<p><em>Nos interlocuteurs ont tent\u00e9 de calmer le m\u00e9contentement en exposant la complexit\u00e9 du syst\u00e8me ferroviaire qui demande un temps long, en soulignant qu\u2019on est sur une zone de forte circulation fret et que les arbitrages sur le temps de d\u00e9roulement des travaux font qu\u2019ils sont tr\u00e8s souvent r\u00e9alis\u00e9s de jour mais qu\u2019ils sont un mal pour un bien, et que l\u2019information voyageur en situation perturb\u00e9e fait l\u2019objet d\u2019une vigilance accrue. Concernant le mat\u00e9riel roulant, il s\u2019\u00e9coule au moins 6 ans entre la commande et sa livraison.<\/em><\/p>\n\n\n\n<p><em>Plus surprenante, la r\u00e9ponse faite \u00e0 notre remarque de d\u00e9plorer la r\u00e9duction de l\u2019amplitude d\u2019ouverture des guichets : il s\u2019agirait par l\u00e0 m\u00eame d\u2019une gestion raisonnable de l\u2019argent public dans la mesure o\u00f9 seulement 13 % des ventes s\u2019effectuent de cette mani\u00e8re. Quant \u00e0 la r\u00e9ouverture ou \u00e0 l\u2019ouverture d\u2019une nouvelle desserte ou ligne, elle ne peut \u00eatre<\/em><\/p>\n\n\n\n<p><em>envisag\u00e9e qu\u2019\u00e0 partir d\u2019une \u00ab masse critique \u00bb. Madame Guillotin, pr\u00e9sidente du COREST, a conclu les travaux en consid\u00e9rant que sa fonction d\u2019espace de dialogue de proximit\u00e9 \u00e9tait pleinement remplie m\u00eame si des d\u00e9saccords ou des insatisfactions pouvaient subsister.
