{"id":76,"date":"2010-05-22T07:37:44","date_gmt":"2010-05-22T05:37:44","guid":{"rendered":"http:\/\/www.railavenir.com\/?p=76"},"modified":"2020-12-17T07:47:32","modified_gmt":"2020-12-17T06:47:32","slug":"rapport-dactivites-pour-lannee-2008","status":"publish","type":"post","link":"https:\/\/www.railavenir.com\/index.php\/2010\/05\/22\/rapport-dactivites-pour-lannee-2008\/","title":{"rendered":"Rapport d\u2019Activit\u00e9s pour l\u2019ann\u00e9e 2008"},"content":{"rendered":"\n<p><strong>Rapport d\u2019Activit\u00e9s pour l\u2019ann\u00e9e 2008<\/strong><\/p>\n\n\n\n<p><em>En pr\u00e9ambule, je voudrais juste dire que, cette ann\u00e9e, nous avons essay\u00e9 au maximum de travailler en \u00e9quipe et que chaque membre du CA a particip\u00e9 selon ses possibilit\u00e9s et ses disponibilit\u00e9s au travail et \u00e0 la vie de l\u2019Association.<\/em><\/p>\n\n\n\n<p>On peut d\u00e9tailler nos actions depuis la derni\u00e8re Assembl\u00e9e G\u00e9n\u00e9rale selon 5 axes&nbsp;:&nbsp;<\/p>\n\n\n\n<p><strong>1 \u2013 Les Instances statutaires<\/strong>&nbsp;auxquelles nous avons \u00e9t\u00e9 invit\u00e9s&nbsp;; nous avons particip\u00e9 (le Pr\u00e9sident et 7 autres membres du CA, selon leur disponibilit\u00e9) \u00e0&nbsp;:&nbsp;<\/p>\n\n\n\n<p>* 4 Comit\u00e9s de Desserte (de la Meuse ou du Pays-Haut) \u00e0 l\u2019invitation de la R\u00e9gion&nbsp;<\/p>\n\n\n\n<p>* 2 Comit\u00e9s R\u00e9gionaux de Partenaires en Lorraine, o\u00f9 nous \u00e9tions invit\u00e9s en tant que membres de la F.N.A.U.T.&nbsp;<\/p>\n\n\n\n<p>C\u2019est l\u00e0 que le repr\u00e9sentant R\u00e9gional de la S.N.C.F. a repris la proposition d\u2019une \u00e9tude du raccordement de Saint-Hilaire vers Reims, confirm\u00e9e r\u00e9cemment par RFF et chiffr\u00e9e \u00e0 100&nbsp;000 \u20ac&nbsp;!&nbsp;<\/p>\n\n\n\n<p>D\u2019autre part, RFF a confirm\u00e9 que d\u2019importants travaux de r\u00e9novation allaient \u00eatre entrepris entre St-Hilaire au Temple et Conflans-Jarny.&nbsp;<\/p>\n\n\n\n<p>* 1 Comit\u00e9 en Champagne-Ardennes pour pr\u00e9sentation du Sch\u00e9ma R\u00e9gional des Infrastructures et Transports 2008-2020&nbsp;<\/p>\n\n\n\n<p>* 2 Comit\u00e9s de pilotage organis\u00e9s par le Conseil G\u00e9n\u00e9ral de la Meuse pour d\u00e9battre du Sch\u00e9ma D\u00e9partemental des transports (principalement les bus). Notre r\u00f4le a \u00e9t\u00e9 de mettre l\u2019accent sur les transports ferr\u00e9s.&nbsp;<\/p>\n\n\n\n<p><strong>2 \u2013 Contact avec les Elus et rencontres individuelles<\/strong>&nbsp;:&nbsp;<\/p>\n\n\n\n<p>En pr\u00e9alable, il faut noter un certain \u00ab&nbsp;sommeil&nbsp;\u00bb de ces contacts jusqu\u2019aux \u00e9lections municipales et cantonales, beaucoup d\u2019entre eux pr\u00e9parant ou attendant le r\u00e9sultat de ces \u00e9lections pour s\u2019engager ou agir (en dehors d\u2019une invitation en Champagne-Ardennes le 11 f\u00e9vrier, la premi\u00e8re r\u00e9union \u00e0 laquelle nous avons pu participer n\u2019a \u00e9t\u00e9 convoqu\u00e9e que le 26 mai 2008&nbsp;!). Finalement, en r\u00e9ponse \u00e0 nos demandes, nous avons pu rencontrer&nbsp;(par ordre chronologique) :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Le Pr\u00e9sident du Conseil R\u00e9gional de Champagne-Ardennes&nbsp;<\/li><li>le Conseiller G\u00e9n\u00e9ral de Clermont en Argonne&nbsp;<\/li><li>le 1<sup>er<\/sup>&nbsp;Vice-Pr\u00e9sident de Reims-M\u00e9tropole (Communaut\u00e9 de Communes) charg\u00e9 des Infrastructures et Transports&nbsp;<\/li><li>M. Thibaut Villemin, Vice-Pr\u00e9sident du Conseil R\u00e9gional et Pr\u00e9sident du Comit\u00e9 de Dessertes de la Meuse. Celui-ci s\u2019est engag\u00e9 \u00e0 inviter les diff\u00e9rents partenaires et \u00e9lus concern\u00e9s par la ligne 5, y compris les Champardenais. Il s\u2019engage \u00e9galement \u00e0 assurer le suivi sur les possibilit\u00e9s de nouvelles correspondances \u00e0 Conflans-Jarny vers Nancy et Metz, ceci en coordination avec l\u2019AUTERCOVEC.&nbsp;<\/li><li>Le Maire de Clermont en Argonne&nbsp;<\/li><li>L\u2019Adjoint au Maire de Reims charg\u00e9 du D\u00e9veloppement Economique.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>3 \u2013 Courrier<\/strong>&nbsp;:&nbsp;<\/p>\n\n\n\n<p>En mars-avril, nous avons adress\u00e9 plus de 180 lettres pour prendre contact avec les nouveaux \u00e9lus (lorrains et champenois) et leur pr\u00e9senter notre Association.&nbsp;<\/p>\n\n\n\n<p>Nous avons \u00e9galement adress\u00e9 plusieurs courriers \u00e0 la SNCF et \u00e0 la R\u00e9gion pour soulever des probl\u00e8mes de mauvais fonctionnement (correspondance bus M\u00e9trolor-TER, horaires inadapt\u00e9s etc ..) et d\u00e9velopper nos revendications.&nbsp;<\/p>\n\n\n\n<p>4 \u2013&nbsp;<strong>Action de l\u2019Association en direction des adh\u00e9rents et des usagers<\/strong>&nbsp;:&nbsp;<\/p>\n\n\n\n<p>Tout d\u2019abord, nous avons rencontr\u00e9 3 repr\u00e9sentants de&nbsp;<strong>la F.N.A.U.T.- Lorraine<\/strong>&nbsp;(<strong>F<\/strong>\u00e9d\u00e9ration&nbsp;<strong>N<\/strong>ationale des&nbsp;<strong>A<\/strong>ssociations d\u2019<strong>U<\/strong>sagers des&nbsp;<strong>T<\/strong>ransports) que nous avons r\u00e9int\u00e9gr\u00e9e. Celle-ci nous apporte un soutien pour la d\u00e9fense de nos revendications (Comit\u00e9 de partenaires) et l\u2019\u00e9tiquette \u00ab&nbsp;Nationale&nbsp;\u00bb nous donne un peu plus de poids quand nous nous adressons aux \u00e9lus et \u00e0 la S.N.C.F.&nbsp;<\/p>\n\n\n\n<p>Cette ann\u00e9e, nous avons travaill\u00e9 \u00e0 l\u2019\u00e9tude du raccordement de St-Hilaire vers Reims qui rendrait de nombreux services aux Meusiens et aux Marnais (voir journal \u00ab&nbsp;L\u2019Union&nbsp;\u00bb).&nbsp;<\/p>\n\n\n\n<p>Nous avons renforc\u00e9 nos actions de pr\u00e9sence et de participation aupr\u00e8s des Conseils R\u00e9gionaux de Champagne-Ardenne et de Lorraine, des Conseils G\u00e9n\u00e9raux de Marne et Meuse ainsi qu\u2019aupr\u00e8s des Maires et Pr\u00e9sidents des Communaut\u00e9s de Communes et autres d\u00e9cideurs pour l\u2019am\u00e9lioration de la ligne 5 dans son int\u00e9gralit\u00e9 et ses correspondances.&nbsp;<\/p>\n\n\n\n<p>Au cours de ces entretiens, nous avons en particulier r\u00e9clam\u00e9 des horaires mieux adapt\u00e9s aux besoins des usagers, des correspondances plus coh\u00e9rentes, des temps de trajet plus courts et des dessertes plus nombreuses vers Onville-Nancy et Metz.&nbsp;<\/p>\n\n\n\n<p>Nous avons enfin entrepris, comme cela avait \u00e9t\u00e9 d\u00e9cid\u00e9 \u00e0 l\u2019AG 2007, le toilettage des Statuts de l\u2019Association.&nbsp;<\/p>\n\n\n\n<p><strong>5 \u2013 Communication et expression publique<\/strong>&nbsp;:&nbsp;<\/p>\n\n\n\n<p><strong>En mars<\/strong>, nous avons adress\u00e9 \u00e0 nos adh\u00e9rents et anciens adh\u00e9rents, une petite plaquette faisant le point sur nos acquis et nos axes d\u2019action \u00e0 venir (400 ex.)&nbsp;<\/p>\n\n\n\n<p><strong>Du 17 au 20 octobre<\/strong>, nous avons mis en place une action d\u2019expression publique au March\u00e9 de Verdun, puis \u00e0 la Gare (du premier au dernier train) avec distribution de plaquettes informatives et diffusion d\u2019un questionnaire.
