{"id":94,"date":"2010-05-22T09:01:44","date_gmt":"2010-05-22T07:01:44","guid":{"rendered":"http:\/\/www.railavenir.com\/?p=94"},"modified":"2020-12-17T11:05:00","modified_gmt":"2020-12-17T10:05:00","slug":"rapport-dorientation-pour-lannee-2009","status":"publish","type":"post","link":"https:\/\/www.railavenir.com\/index.php\/2010\/05\/22\/rapport-dorientation-pour-lannee-2009\/","title":{"rendered":"Rapport d\u2019Orientation pour l\u2019ann\u00e9e 2009"},"content":{"rendered":"\n<p><strong>Membre de la F.N.A.U.T.B.P. 70092 &#8211; 55103 VERDUN Cedex<\/strong><\/p>\n\n\n\n<p>(<strong>204<\/strong>&nbsp;adh\u00e9rents au 28\/11\/2008)<\/p>\n\n\n\n<p>Nos actions, nos propositions ont pour objet de&nbsp;<strong>rem\u00e9dier aux lacunes et insuffisances de l\u2019offre TER<\/strong>&nbsp;en affinant les horaires, les correspondances.<\/p>\n\n\n\n<p>Nous sommes attach\u00e9s \u00e0 un&nbsp;<strong>Service Public de proximit\u00e9<\/strong>&nbsp;r\u00e9pondant \u00e0 des flux de d\u00e9placement entre Verdun et sa r\u00e9gion et les m\u00e9tropoles r\u00e9gionales&nbsp;: Metz, Nancy \u00e0 l\u2019Est&nbsp;; Ch\u00e2lons en Champagne et Reims \u00e0 l\u2019Ouest.<\/p>\n\n\n\n<p>La Ligne 5 Conflans-Jarny \u2013 Verdun \u2013 Ch\u00e2lons, Reims a pour vocation d\u2019\u00eatre&nbsp;<strong>un compl\u00e9ment irrempla\u00e7able des trains Grandes Lignes et TGV.<\/strong><\/p>\n\n\n\n<p>Il s\u2019agit donc d\u2019assurer un service quotidien, hebdomadaire, domicile &#8211; travail, \u00e9tudes, sant\u00e9, loisirs mais aussi de pourvoir aux d\u00e9placements les plus diversifi\u00e9s&nbsp;: familiaux, touristiques etc \u2026 que les R\u00e9gions (la Ligne 5 d\u00e9pend de deux ex\u00e9cutifs r\u00e9gionaux) doivent prendre en compte.<\/p>\n\n\n\n<p>En outre, notre action s\u2019inscrit dans une d\u00e9marche&nbsp;<strong>d\u2019am\u00e9nagement du territoire<\/strong>. L\u2019existence de services ferroviaires de qualit\u00e9 aux voyageurs, faciles d\u2019acc\u00e8s, adapt\u00e9s aux besoins sociaux de la population, contribuera au d\u00e9senclavement de notre r\u00e9gion en d\u00e9licatesse \u00e9conomique et d\u00e9mographique.<\/p>\n\n\n\n<p>Il s\u2019agit pour nous aussi de privil\u00e9gier le rail par rapport \u00e0 la route et de&nbsp;<strong>limiter l\u2019impact \u00e9cologique<\/strong>&nbsp;des d\u00e9placements des populations.<\/p>\n\n\n\n<p>Le travail accompli cette ann\u00e9e, relat\u00e9 par le Rapport d\u2019Activit\u00e9s, doit se poursuivre&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u00e9couter les usagers, relayer leurs besoins vers les instances de d\u00e9cision<\/li><li>participer aux instances de concertation<\/li><li>informer les \u00e9lus et solliciter leur appui<\/li><\/ul>\n\n\n\n<p>tout en restant attentifs \u00e0 l\u2019avanc\u00e9e de certains dossiers&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>d\u00e9senclavement de Verdun, en Lorraine, mais aussi vers la Champagne. Nous attendons beaucoup de la r\u00e9union prochaine des repr\u00e9sentants des collectivit\u00e9s concern\u00e9es par la remise en service du raccordement de Saint-Hilaire promise par M. Villemin, sous la Pr\u00e9sidence de M. P. Hatzig, charg\u00e9 des Infrastructures et Transports pour la R\u00e9gion Lorraine.<\/li><\/ul>\n\n\n\n<p>Il va sans dire que le succ\u00e8s d\u2019une remise en service du raccordement de St Hilaire pour rallier Reims passe in\u00e9vitablement par l\u2019am\u00e9lioration de l\u2019infrastructure (confort et vitesse) entre Verdun et St Hilaire afin de r\u00e9duire au maximum les temps de parcours.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>harmonisation des correspondances \u00e0 Conflans-Jarny et adaptation des horaires et des temps de trajet aux besoins des usagers&nbsp;: nous devons pouvoir aller \u00e0 Metz en 1h15 et \u00e0 Nancy en 1h30, maximum.<\/li><li>maintenance et am\u00e9lioration des infrastructures&nbsp;:<\/li><\/ul>\n\n\n\n<p>Du constat, par les indications des fiches horaires, que des travaux de maintenance sont r\u00e9alis\u00e9s sur la ligne 5 \u00e0 l\u2019Est et \u00e0 l\u2019Ouest de Verdun, il nous faut&nbsp;:<\/p>\n\n\n\n<p>&#8211; obtenir le calendrier des objectifs recherch\u00e9s par RFF<\/p>\n\n\n\n<p>&#8211; proposer, \u00e0 moyen terme, qu\u2019une \u00e9tude soit r\u00e9alis\u00e9e pour \u00e9tendre l\u2019\u00e9lectrification de Metz \u00e0 Conflans jusque Verdun avec pour objectif la prolongation de certains TER \u00e9lectriques actuellement terminus Conflans.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u00e9volution du Sch\u00e9ma D\u00e9partemental des transports en favorisant le rabattement vers les gares SNCF. Il s\u2019agit de donner de la coh\u00e9rence \u00e0 l\u2019Intermodalit\u00e9<\/li><li>aboutissement du projet de transport par rail des lyc\u00e9ens du secteur de Clermont en Argonne<\/li><li>mise en service, enfin, de la gare de Vandi\u00e8res<\/li><li>pr\u00e9servation de l\u2019emprise au sol de la Ligne 19 (L\u00e9rouville \u2013 Verdun \u2013 Sedan) dans la perspective de sa r\u00e9activation<\/li><li>liaison vers le Luxembourg&nbsp;:<\/li><\/ul>\n\n\n\n<p>Constat&nbsp;: actuellement aucune liaison ferr\u00e9e n\u2019est propos\u00e9e depuis notre r\u00e9gion vers le Luxembourg aussi bien pour le travail que pour le tourisme. On note l\u2019existence, au d\u00e9part d\u2019Etain, de 2 liaisons AR par autocars priv\u00e9s. Il nous appartient d\u2019envisager cette liaison dans nos futures propositions.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>communication et information des usagers<em>&nbsp;:<\/em><\/li><\/ul>\n\n\n\n<p>-R\u00e9fl\u00e9chir sur l\u2019opportunit\u00e9 d\u2019\u00e9laborer une seule fiche-horaires&nbsp;\u00ab&nbsp;Paris-Verdun, Metz\/Nancy&nbsp;\u00bb avec les seuls trains et correspondances utilis\u00e9s sur ces relations (qui sont les plus utilis\u00e9es)<\/p>\n\n\n\n<p>&#8211; voire, envisager d\u2019\u00e9tablir des fiches par destination, ce qui serait l\u2019id\u00e9al,&nbsp;du type&nbsp;: \u00ab&nbsp;vous voulez aller \u00e0 Nancy\u2026&nbsp;\u00bb<\/p>\n\n\n\n<p>Pour conclure, nous pensons que la Ligne 5 et ses prolongements vers Nancy, Metz, Reims, Ch\u00e2lons peut et doit contribuer au d\u00e9senclavement de l\u2019Argonne, du Verdunois, de la Wo\u00ebvre. Pour cela, il faut&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>une infrastructure de qualit\u00e9, une remise en \u00e9tat compl\u00e8te<\/li><li>r\u00e9pondre aux besoins des usagers qui seront de plus en plus demandeurs de transports collectifs<\/li><li>et, surtout, une volont\u00e9 politique forte et coh\u00e9rente de la part des deux R\u00e9gions et des collectivit\u00e9s locales concern\u00e9es.<\/li><\/ul>\n\n\n\n<p>Notre Association, l\u2019AUTERCOVEC, continuera \u00e0 \u0153uvrer pour atteindre ces objectifs avec le soutien de ses adh\u00e9rents, des usagers et de la F\u00e9d\u00e9ration Nationales des Usagers des Transports (F.N.A.U.T.).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Membre de la F.N.A.U.T.B.P. 70092 &#8211;
